Bush appealed to the people as a "commander-in-chief."
I believe that Bush summed up the actual state of the union in his opening paragraph: "Our nation is at war, our economy is in recession, and the civilized world faces unprecedented dangers. Yet the state of out union has never been stronger." I think he is saying that the actual union among the American people, and the union between himself and Congress has never been better.
